PURPOSE OF POSITION: Provide strategic direction and oversight of the external tax reporting (tax returns, payroll returns, etc.) function as well as to determine the appropriate tax treatment related to the multi-faceted technical issues of a complex teaching, research and clinical care facility dedicated to the care of infants, children and adolescents.

MAJOR DUTIES AND RESPONSIBILITIES:
1. Develop and implement tax policies, objectives and strategies that support Cincinnati Children's mission, vision and values.
a. In this regard, proactive preservation of CCHMC's tax-exempt status position is paramount. Development of a formal program of tax risk assessment and mitigation will be essential.
b. The tax risk assessment and mitigation program should incorporate SOX components and will include, among other things, a program to educate line managers on tax risks, transaction strategy evaluations, consultation with line managers as needed and a program to verify adherence to tax laws.

2. Prepare all drafts of all required tax returns for CCHMC and its Affiliates.
a. Work with the various departments to obtain necessary information for completing the tax returns
b. Develop and organize supporting workpapers for both the auditors and CCHMC records.
c. Stay current on tax return changes and take the lead in determining the impact of such changes as appropriate.
d. Serve as the primary contact for Deloitte & Touche related to tax services

3. Obtain an understanding of Unrelated Business Income (UBI) for tax purposes and serve as the Finance lead for assistance in determining areas that have UBI to ensure appropriate reporting on the tax return.

4. Lead all negotiations, correspondence and interactions with Federal, state and local tax authorities and auditors.

5. Prepare the Annual Community Benefit Information to be used as disclosure in the CCHMC tax return. Work with Community Relations to coordinate reporting of community benefit activities.

6. Serve as a resource on FIN 48 audit requirements.

7. Address all issues surrounding sales tax collection and reporting.

8. Oversee the payroll tax treatment of NRA employees. Communicate laws, regulations and tax status with each NRA employee. Consult with HR and Legal, when applicable, regarding tax treatment on NRA employees, including remitting of taxes to the IRS.

9. Identify, develop and manage multi-disciplinary process between HR, Finance & Legal. Coordinate quarterly meetings and act as central point of contact.

10. Provide information and serve as an expert resource to division personnel and customers regarding legal and tax compliance for compensation and benefit issues.

11. Serve as a resource and provide guidance to Compensation and Benefits leaders to ensure that Pediatrics, Surgery, Anesthesiology and Radiology compensation and benefit arrangements are in compliance with CCHMC practices and external regulatory agency requirements.

12. Provide guidance to ensure that employee, executive and faculty compensation and benefit plans are compliant with tax and legal regulatory requirements, including non-qualified deferred compensation plans.

13. Monitor the legislative environment and evaluate pending tax and legal legislation related to executive and employee compensation and benefits. Present alternatives and recommendations as necessary.

14. Assist with research and interpretation of regulatory requirements and determine reporting/disclosure impact on compensation and benefit programs.

15. Work with HR and Legal departments to ensure tax issues relative to employee benefit options and compensation packages are appropriately addressed.

16. Serve as a resource for payroll tax and tax return questions, notices from the IRS or related taxing authorities.

17. Serve as a resource for assisting with interpreting the guidance/law relating to employee benefit plans and other related payroll tax items.

18. Establish and oversee a process for the determination of employee vs. contractor or employee vs. fellowship grant recipient.
19. Ensure compliance with IRS private inurement prohibitions.

20. Stay current on changes in tax laws impacting CCHMC, determine the implications to CCHMC. Communicate such changes to appropriate personnel and ensure compliance.

21. Assist in the selection, development, motivation, appraisal and discipline of staff. Define and document criteria for performance evaluations. Maintain accurate personnel files. Adhere to HR policies and procedures.

22. Coordinate the day-to-day operations, utilizing staff in the most efficient manner possible.

23. Serve as a resource to staff in the resolution of complex issues and concerns.

24. Follow policies and procedures governing the handling of confidential information as defined by Cincinnati Children's mission and applicable laws and regulations. Review timeliness, accuracy, availability and security of information.

25. Identify service areas, plan approaches for improvement activities, design new processes with specification and expectations against which success can be measured, systematically measure collected data, assess performance over time, improve and redesign processes based on the evaluation and reassess continuously.

26. Ensure that work areas are organized and present a safe, accessible, effective and efficient environment for employees, patients and families.

27. Manage attendance at required Cincinnati Children's training sessions, including radiation safety, laboratory safety, bloodborne pathogens and OSHA. Enforce compliance with Infection Control policies and procedures.

28. Participate in establishing job requirements and goals; perform duties at the desired level of competency.

29. Understands, adheres to and models Core Standards as defined organizationally and specifically within the department/unit.

30. Perform other duties as assigned.

REQUIRED SKILLS: Effective verbal, written and interpersonal communication skills. Ability to organize information, define problems, develop resolutions and recommend action plans. Must possess a high level of organizational and workflow efficiency skills and be capable of working well independently. Computer literate and ability to use personal computer based software applications. (Word, Excel, Access) required.

EDUCATION/WORK EXPERIENCE: Bachelor's degree in Accounting and CPA required. MBA preferred. Minimum 7+ years of progressively responsible professional experience in healthcare tax accounting or consulting. Substantial experience with not-for-profit tax environment. Demonstrated knowledge of internal controls and ability to develop SOX-compliant process design and implement process change essential. Ability to educate and train line managers and lead large group discussions essential. Previous management or supervisory experience required.
