Position : Senior Cost and Pricing Manager

Project Summary:

Bids and Proposals is involved in the entire pricing procedure any time a new project is bid with an expected total value over $100,000. For new projects valued at less than $100,000, B&P serves as a resource for final budget review to ensure accuracy and compliance with regulations. B&P staff are familiar with funder requirements and have the contacts and resources to help resolve pricing issues when they arise. Chapter 13 of AED’s Manual of Standard Policies and Procedures outlines in detail when B&P should be involved in pricing a bid, versus Contracts and/or a project’s own financial manager. A B&P cost and pricing analyst is assigned to each new project bid.

Position Summary:

The Senior Cost and Pricing Manager (Bids and Proposals) will be responsible for the complete development of complex financial proposals. In addition he/she will be responsible for the preparation of subcontractor cost proposals packages as well as proposal negotiations with outside firms, consultants and employees. The individual must have strong bid/development skills as well as actual past experiencing in developing and pricing proposal budgets.

Essential Job Functions:

- Review and analysis of the financial requirements of a solicitation and work with the technical team and officer-in-charge in the development of questions to the client, changes to the cost proposal and in developing a strategic approach to pricing the project;
- Develop entire response to simple and complex business proposals in compliance with the funding agency's/firm's pricing requirements and format. These duties include the development of the template and actual project budgets, unit cost development and creation of supporting documents and narratives, as well as all other documents related to the cost proposal that are required by the solicitation;
- Demonstrated ability to work closely with the technical proposal team and officers-in-charge in the development of various types of proposals and with various types of funding sources;
- Analysis of different type of data in order to provide guidance regarding bid strategy;
- Negotiate salaries, budgets, and other cost matters with clients, subcontractors, consultants, and proposed project staff;
- Review of proposed contracts, subcontracts, or agreements for accuracy and compliance issues as well as develop and negotiate changes to proposed language when necessary.

Education:

Masters in one of the following or related fields: Accounting, Business, Business Administration, Development Management and Finance required or equivalent combination of education and work experience.

Experience:

7 year(s) of relevant experience required

Specific Knowledge Requirements:
- Knowledge and understanding of the Federal Acquisition Regulations (FAR), AIDAR, and regulations governing the departments of Labor, Education, Health and Human Services, U.S. Information Agency as well as the World Bank, Asian Development Bank and other multilateral organizations;
- Experience in cost proposal development;
- Experience in financial analysis; and
- Experience in contract negotiations services with firm(s)involved in the provision of services to U.S. Government Agencies such as USAID, Department of Education, Department of Labor, Health and Human Services and multilateral funding agencies such as the World Bank, Asian Development Bank and IADB.

This job will require a criminal background check.

Must be able to analyze complex information;
- Must have excellent organizational skills;
- Ability to work independently and as a member of a team;
- Must also be able to assess priorities and manage a variety of activities, work on multiple projects simultaneously; and
- Must be able to pay attention to detail under very tight deadlines and heavy workloads.
