Provide broad based proposal management to ensure Power Generation proposal integrity with regard to bidding strategy, technical approach, proposal integrity, cost and schedule. Overall ownership for the Extended scope proposal effort for IGCC/Gasification proposals, to include Feasibility, Front End Engineering, and EPC phases. The proposal manager must:
- Coordinate with Sales and Commercial Operations to develop winning proposal bid strategies regarding scope, schedule, performance and terms and conditions.
- Manage extended scope partners and contractors including construction contractors, engineering contractors, equipment vendors, and service suppliers.
- Plan and manage all extended scope proposal activities in a matrix environment including - project cost summaries, functional team sign-offs, technical proposal development, overall project schedule, cost reviews, risk review support, performance guarantees, engineering activities and design review, terms and conditions sign-off, risk analysis, etc.
- Ensure compliance with all organizational processes including ISO Procedures, design reviews, and cost and price development.
- Provide commercial and technical leadership to the organizational proposal team.
- Coordinate with multiple technical/commercial organizations (Gasification, Thermal products, and Power Plants).
- Manage the development and maintenance of project specific consortium agreements and contracts with a construction partner, engineering contractors and other entities are required for a given transaction.
- Ensure a quality transition is made from proposal to product execution.
- Lead interface with customer for business unit.
- 15% - 25% Global travel as required to support customer negotiation and partner coordinator.
Qualifications
- Bachelors Degree in Engineering or related discipline.
- Minimum of 7 years combined experience related to power projects in the following areas: Engineering, Large Construction, Project Management, Proposal Development, or Commercial Operations.

Desired
- Experience in Gasification/Petrochemical projects/proposals.
- Field experience - construction or Technical Advisory.
- Sales, Business Development , Project Management or Project Engineering Experience Preferred.
- GE Program Completion (MMP, EEP, TLP or other)(GE Employees Only).
- Demonstrated ability to manage in a Matrix environment/organization.
- Demonstrated ability to meet cost and schedule commitments.
- Strong communication skill, both written and oral and leadership skills.
- Ability to work across multiple organizations.
