PURPOSE OF POSITION: To plan, direct, organize, control and improve functions of the Department of Surgical Services Practice Plan in order to meet the fiscal, patient care, research and teaching needs of a Medical Center dedicated to the care of infants, children and adolescents.

MAJOR DUTIES AND RESPONSIBILITIES:

1. Administrative Development
a. Assist the Vice President, Operations in the development, implementation and assessment of long and short term goals and objectives.
b. Integrate and coordinate the clinical, academic, and office operations of the Surgical Services divisions to maximize efficiency and implementation of best practices.
c. Represent the Surgical Services Department at hospital administration meetings and respond to administrative memos. Inform personnel of policy changes developed by administration and implement these changes.
d. Represent faculty to other medical center departments and divisions and in external negotiations in keeping with the business plan.
e. Foster, monitor and implement the concepts of quality management and performance improvement. Assist in the design and implementation of programs for care delivery improvement.
f. Promote in-service training programs for staff.
g. Assist in obtaining funding from outside sources.
h. Monitor and assure the compliance with accrediting and regulatory agencies.
i. Develop and maintain appropriate databases for business analysis in conjunction with financial analyst and decision support team.
j. Determine and enforce policies and procedures protecting patient rights for informed consent and the handling of confidential information.
k. Monitor and ensure timeliness, accuracy, availability and security of information.
l. Maintain currency in field through continuing education, literature and seminars.

2. Business Management
a. Coordinate, evaluate and manage annual fiscal operating, and capital equipment budgets for Surgical Services Department's practice plans; evaluate and manage operating revenue/expense variances monthly and prepare written reports.
b. Develop and maintain systems to capture all charges in order to maximize reimbursement for services rendered. Research and develop opportunities for revenue development for all services.
c. Coordinate activities with research management staff.
d. Maintain goals outlined by the mission and vision of the Surgical Services Department.
e. Develop and maintain a working relationship with the management of institutional billing services (PBS/PFS ' Professional Business Services/Patient Financial Services).
f. Coordinate and approve purchasing requisitions, leases, vendor contracts and service contracts.
g. Develop methods for fiscal analysis, conduct financial and quantitative analysis and monitor existing or proposed programs and services for financial soundness.
h. Monitor and report fiscal utilization of scope of services of the Surgical Services Department, including neighborhood clinical sites and other off-campus locations.

3. Personnel Administration
a. Manage development, motivation, appraisal and discipline of reporting personnel. Make job requirements and goals for each position clear to employees and provide sufficient training to achieve the desired level of competency.
b. Coordinate the annual faculty evaluation and semi-annual faculty salary process.
c. Coordinate and document attendance at required CCHMC training sessions, including patient and staff safety as applicable. Enforce compliance with Infection Control policies and procedures as applicable.
d. Ensure that work areas are organized and present a safe, accessible, effective and efficient environment for employees, patients and families.
e. Promote both internal and external customer service through the development and implementation of programs and standards which reflect that goal.
f. Responsible for the control of accurate payroll records.
g. Monitor and manage staffing and scheduling process including the control and distribution of present and future FTE's. Ensure that services and consultation are regularly and conveniently available to meet the needs of CCHMC's patients as determined by the medical staff.

Perform other duties as assigned.

Graduate level degree in a management, finance, healthcare administration or related discipline or equivalent required. Successful applicants must have a minimum of eight (8) years management experience; prior operational and supervisory experience within a complex medical center or complex physician office practice preferred.
