Position Summary:
Direct education projects, especially related to career and technical education (CTE), and responsible for contract, personnel and deliverables. Direct national research project on CTE programs of study. Lead and work on techncial assistance projects on CTE, teacher quality, and k-16 education reform. Manage and supervise technical teams responsible for research and evaluation, including design, data collection and analysis, report writing, and dissemination to diverse audiences. Provide technical assistance on research and evaluation to internal teams at AED and to education-related entities including institutions of higher education, state agencies, and schools. Provide overall technical support to NIWL and the Group on research and evaluation-related issues.
Essential Job Functions:
Responsible for designing and directing multi-year research and evaluation projects related to CTE, workforce development, and k-16 education reform including managing multiple technical teams, setting priorities, adjusting assignments or reallocating funds as necessary. Designing and directing multi-year technical asistance projects in the content areas.
Responsible for managing multiple multi-year contracts maintaining budget guidelines and staying within budget.
Responsible for ensuring client satisfaction on all aspects of project. Provide clients with clear channels of and opportunities for communication.
Oversee development and quality of technical documents before submitted to client.
Lend technical expertise to Center projects to enhance overall quality of product.
Lead on proposals and/or support development work of Center and Group, contributing technical expertise, knowledge and experience in CTE and evaluation and research.
Work to upgrade quality of team members and match team talents to project work.
Function as a member of the center's senior management team, participating in the annual business planning process.
Education: Masters or equivalent work experience required
Doctorate preferred
Degree Fields:
Adult & Continuing Education or Education or Education Psychology or Education Research or Research & Evaluation or Secondary Education or Sociology or Teaching & Curriculum
Experience: 7 year(s) of relevant experience required
Specific Knowledge Requirements:
- Must understand career and techncial education, especially programs of study and skill assessment: k-16 education reform; widely accepted and current research and evaluation methodologies, both qualitative and quantitative and the challenges inherent in implementation; and a depth of understanding besides a breadth of knowledge is required;
- Must keep abreast of the field to insure reflection of best practice and current thinking in CTE, k-16 education reform, and research and evaluation;
- Must understand operational and contractual aspects of project management such as managing a budget, addressing personnel problems and developing a scope of work and level of effort for a project or for a specific task;
- Must understand AED processes and procedures for development work; and
- Must understand group process and what effectively brings diverse groups to the table for discussion of research and evaluation issues, including findings.
Skills:
- Must be knowledgable in career and technical education, especially programs of study and technical skills assessment;
- Must be proficient in implementation of data collection strategies, sampling, instrument design, internal and external validity issues, statistical analyses and reporting. Prefer some experience with group randomized design and power analysis;
- Must have the ability to manage multiple teams to get high quality products delivered on time despite challenges posed by the client or by internal constraints;
- Must be skilled in facilitating senior and junior staff working together in getting the job done;
- Must be proficient with SPSS and quantitative analyses;
- Must know and use APA style in writing technical reports; and
- Must be skilled in writing and producing high quality reports, project deliverables, and proposals.
