Position Description
The European Capability (EC) Program Site Development Execution Lead will be responsible for all European Interceptor Site (EIS) development, beginning with the site design, continuing with the site prep and construction, and finally site checkout. This position is required to ensure that Ground-based Midcourse Defense (GMD) and the DFW customer has a single leadership focal, coordinating all EC Weapon System Operations & Sustainment (WSOPS) activities. The selected person will be interfacing and providing information at the executive/general officer/senior government official level. The initial work assignment will be in Huntsville, Alabama to allow the selected candidate to become thoroughly familiar with the European Site (ES) program. While in Huntsville, the candidate will have Responsibility, Authority and Accountability (RAA) for all WSOPS support to the ES Program which includes Site Design and Site Activation Planning. Candidate will be responsible for technical, cost, performance and quality. Will also work closely with the ES Program Supplier Management Lead for performance RAA over sub-contractor partners. This position reports to the Site Development Senior Manager, WSOPS, Boeing GMD in Huntsville, AL; and directly supports (matrix relationship) the European Site (ES) Program. After transitioning to European Site, candidate will have RAA for all on-site construction activities and serve as the senior Boeing Company on-site representative including providing Operational Control of all on-site activities, assigned Boeing and Sub-Contractor personnel, and facilities for which Boeing is responsible. Responsible for Boeing program-level interface with government on-site program and installation leadership and the technical, cost and schedule performance of Site Operations. Establishes and maintains effective communications with all members of the Boeing on-site team and the local community. Maintains cognizance of all Boeing operations and ensures that they are conducted in accordance with established Boeing and Program processes and procedures. General duties include: technical and engineering leadership and guidance of multi-disciplined team of engineers; technicians; quality; security; Environmental, Health and Safety (EHS), Information Technology, administrative and Field Logistics personnel. Additional responsibilities include supporting senior management in achieving long-term goals and objectives for the ES Program. Upon transition to the European location (relocation required), this position serves as the ES program engineering and execution lead. Consistent with organizational operations at other interceptor sites (Ft. Greely, AK and Vandenberg Air Force Base (AFB), CA), this position would have no program or functional direct reports. However, this position would be responsible for leading and guiding an on-site team of multi-disciplined engineers; technicians; quality; security; Environmental, Health and Safety (EHS), Information Technology, administrative and Field Logistics personnel. Initially and during transition, this position may require minimal to moderate business travel, including international travel to support program efforts. Based on evolving business requirements this position may require in addition to business travel either/or international assignment (short or long-term).

Requires educational credentials meeting the Boeing classification standards for engineers and typically 20 years' experience in an engineering classification or educational credentials meeting the Boeing classification standards for engineers and either a Master's degree with 18 years' experience or a PhD degree with a minimum of 15 years' experience in an engineering classification.
