Position Description
Functional Responsibility Provide the bridge between customer's Mission end users of the system to be delivered and those who are architecting, engineering, and/or developing the system. Support the development, review, and analysis of Mission Concepts of Operation, Capability Development Documents, requirements, scenarios, vignettes and use cases that accurately reflect end users' needs. Assist in the development, organization, and articulation of Mission expectations to support test planning and operational evaluation activities. Facilitate interactions between system user groups and system developers. Assist Mission's development of operational business rules, process, and policies that have system design and technical development implications. Maintain cognizance of all operational requirements, ensuring that the spirit of the requirements is preserved across programmatic and acquisition activities. Support information management transformation. Professional Experience 8 years of experience with U.S. Government facilities operations. 5 years of experience relating system acquisition to facilities requirements; basic cost estimating and scheduling techniques and tools used in managing facilities engineering projects; recommending appropriate acquisition strategies to meet facilities engineering requirements; utilizing the procedures, rules, and public laws associated with the execution of DoD budgets on facilities engineering activities; applying appropriate processes and procedures for planning, supporting contract formation, and administration of facilities engineering acquisitions; preparing and using the outputs of the comprehensive Facilities Engineering planning and Facilities Engineering project planning; understanding how the facilities construction, sustainment, disposal, and contingency engineering processes support Facility Engineering requirements.

Education and/or Experience
