Position Summary: Under the supervision of a Senior Research and Evaluation Officer of HEMS, the Program Officer will perform a range of evaluation, research and program development activities in a multi-task environment.
Essential Job Functions: Primary responsibilities include, but may not be limited to:
Technical Work
1. Plan and implement research and evaluation projects, including:
• Help develop conceptual models, as well as research designs and methodologies
• Assist in the development of work plans and budgets
• Implement data collection plans and tools
• Analyze quantitative and qualitative data
• Assist in the design of evaluation instruments (such as surveys and interview and focus group protocols), performance indicators, and tracking systems
• Establish and manage procedures for data collection, data entry, and data processing
• Provide technical assistance to clients regarding data collection and data processing quality assurance
• Conduct site visits to assess program operations
• Communicate and meet regularly with HEMS clients.
2. Prepare technical reports, project deliverables and oral presentations to develop and disseminate findings, including:
• Summarize and synthesizing research findings related to those areas
• Produce critical reviews and analyses of technical literature
• Produce tables, charts, and illustrations for use in multi-media presentations and bound reports
• Write final reports and presentations

• Contribute to developing and executing a strategy for new business development and proposal development within HEMS, including an approach for recruiting helpful individuals and organizations
• Identify federal, state, foundation and other funding opportunities
• Assist in writing grant and contract proposals for funding of new evaluation, model demonstration, and/or research projects
• Help develop quantitative and qualitative research analysis plans for contract extensions
• Perform other job-related duties as assigned

Education: Masters required.
Experience: 5 year(s) of relevant experience required
Specific Knowledge Requirements:

Minimum three years’ professional experience in education research and evaluation using quantitative and qualitative methods
• Working knowledge in a range of domestic education issues; prior work/experience in postsecondary education model demonstration and research grant programs, such as ED GEAR UP, Advanced Placement Incentive, Smaller Learning Communities, Institute for Education Sciences, NSF Advanced Technological Education, etc., a plus
• Excellent oral and written communication skills
• Strong organizational and interpersonal skills
• Experience working on federal, state, or foundation funded grant and contract projects
• Proven ability to work independently or as part of a team
Skills: • Demonstrated ability to carry out all facets of evaluation and research projects
• Strong writing skills with a demonstrated ability to synthesize findings into reports
• Strong interpersonal skills with a demonstrated ability to work effectively with clients and other project staff as part of a team
• Strong organizational skills and keen attention to detail
• Strong computer skills Microsoft Office (i.e., Access, Excel, PowerPoint, Word. Project); and public and restricted access databases (e.g., NELS, HSB, CCD, CPS, Lexis Nexis, etc.)
• Strong skills in statistical software (i.e., SPSS, SAS, STATA, SUDAAN), preferred
Working Conditions including Travel and Overtime:
Requires some travel and occasional work in evening and weekends to meet deadlines.
