Position Description
The office of the Chief Engineer (CE) is responsible for the technical integrity of all aspects of the Radars Products to include: requirements development, trades studies and analyses, configuration decisions, and verification of requirements. All technical aspects of Ground-based Midcourse Defense (GMD) Flight and Ground test will be reviewed and approved by the CE. The CE has responsibility for the Radars technical performance measures and advises the Level 3 Change Commitment Board (CCB) and provides input at the level 2 CCB. The office of the CE provides the technology roadmap for Radars. The CE appoints and approves the Responsible Engineers for Radars. The CE office is also responsible for external technical support and Independent assessment activities and chairs the Engineering Product Review Board (EPRB) - including the failure review boards and Risk Boards and adjudicates problem resolution. Applies an interdisciplinary, collaborative approach to lead activities to plan, design, develop and verify complex lifecycle balanced system of systems and system solutions. Leads others to evaluate customer/operational needs to define system performance requirements, integrate technical parameters and assure compatibility of all physical, functional and program interfaces. Leads analyses to optimize total system of systems and/or system architecture. Leads analyses for safety, reliability, maintainability, testability, human systems integration, survivability, vulnerability, susceptibility, system security, regulatory, certification, product assurance and other specialties quality factors into a preferred configuration to ensure mission success. Leads, develops, maintains and identifies improvements the planning, organization, implementation and monitoring of requirements management processes, tools, risk, issues, opportunity management and technology readiness assessment processes. Works under consultative direction. The ideal candidate is an industry recognized technical expertise in radar design, analysis, technology, integration and operation with a focus on ground or sea based systems for defensive applications, extensive experience as a teacher or mentor to radar engineers, ability to work with teams at all levels. Excellent communication skills required. Demonstrated ability to integrate requirements and results across a large program. Ability to interface with high-ranking government officials, military officers, industry partners and academia. Requires an advanced degree in Engineering or Physics. A doctorate in Engineering or Physics is preferred.

Education and/or Experience
Bachelor, Master or Doctorate of Science degree from an accredited course of study in engineering, computer science, mathematics, physics or chemistry and typically 14 to 19 years experience in an engineering classification or either a Master's degree with 12 to 17 years experience or a PhD degree with 9 to 14 years experience in an engineering classification. ABET is the preferred, although not required, accreditation standard.

Applicants selected must have a current FINAL SECRET clearance - will be subject to a government security investigation and must meet eligibility requirements for accessing classified information. **Please indicate your current Security Clearance status (Active, Inactive, etc.) and effective dates clearly on your resume.** The engineering Subject Matter Expert (SME) must possess a detailed technical and operational understanding of missile defense UEWR hardware and software interfaces both within the UEWR/XBR and external to GMD; will help build and revise interface documentation relating to UEWR/XBR sensor management; must have excellent writing and interpersonal skills and be able to work effectively in a dynamic, multiple organization, and collaborative engineering environment; responsibility is to provide subject matter expertise on the UEWR/XBR radars with emphasis on radar performance analysis and interfaces with GMD elements; will be a critical point of technical contact with UEWR/XBR radar contractors and will be expected to provide detailed answers to UEWR/XBR radar technical questions; must be able to communicate the UEWR/XBR radar expertise to audiences from junior developers to senior contractor and Government management (e.g. General Officers). Experience in the command and control and missile defense is a plus. GMD knowledge required. BMDS knowledge is a plus. Must provide leadership to others and have the ability to establish strong working relationships, with customer and program leadership.
