Position Description
The Ground-based Midcourse Defense (GMD) System is the first missile defense program deployed operationally to defend the homeland against ballistic missile attacks conducted by terrorists or rogue states. The system provides early detection and tracking during the boost phase, midcourse target discrimination, precision intercept and destruction of inbound ICBMs through force of hit-to-kill technology. Extensive ground and flight tests have demonstrated the system's successful performance against long-range ballistic missile targets. Position responsibilities include duties relative to Risk, Issues and Opportunities on the GMD program including coordination with JPO customer. This includes: Proactive support of the Risk Management Program that identifies, assesses, mitigates and reports technical, cost, and schedule risk for the GMD program. Consolidating, reviewing and assessing GMD Risk. Applying system of systems analysis techniques to develop Risk assessments which satisfy customer/operational Risk Management needs. Develop, maintain and identify improvements for the planning, implementation and monitoring of risk, issues, and opportunity management. Plan and oversee the compilation of Risk to quantify and enable management of Risk on the GMD program and MDA level risks. Lead Risk Trade study teams for expansion of the GMD system. Coordinate across organizations to complete Risk analyses. Manage SBX, SE&I, WSOPS, and Program risk. Lead the GMD Program Risk Reviews. This includes coordinating with Risk owners to ensure readiness, assembling Risk packages for the Risk review board and taking actions as directed by the Risk Board to manage Risk. Identify opportunities for evolutionary and revolutionary risk management processes, tools and services. Work in conjunction with internal GMD organizations to identify appropriate Risk, Issue, and Opportunity needs and requirements. Applies an interdisciplinary, collaborative approach to plan, to lead activities, design, develop and verify complex lifecycle balanced system of systems and system solutions. Evaluates customer/operational needs to define and coordinate system performance requirements, integrate technical parameters and assure compatibility of all physical, functional and program interfaces. Performs various analyses to optimize total system of systems and/or system architecture. Performs analyses for safety, reliability, maintainability, testability, human systems integration, survivability, vulnerability, susceptibility, system security, regulatory, certification, product assurance and other specialties quality factors into a preferred configuration to ensure mission success. Develops, maintains and identifies improvements for the planning, organization, implementation and monitoring of requirements management processes, tools, risk, issues, opportunity management and technology readiness assessment processes. Education and/or Experience
Level 4 - Bachelor, Master or Doctorate of Science degree from an accredited course of study in engineering, computer science, mathematics, physics or chemistry and typically 9 to 13 years experience in an engineering classification or either a Master's degree with 7 to 11 years experience or a PhD degree with 4 to 8 years experience in an engineering classification. ABET is the preferred, although not required, accreditation standard. Level 5 - Bachelor, Master or Doctorate of Science degree from an accredited course of study in engineering, computer science, mathematics, physics or chemistry and typically 14 to 19 years experience in an engineering classification or either a Master's degree with 12 to 17 years experience or a PhD degree with 9 to 14 years experience in an engineering classification. ABET is the preferred, although not required, accreditation standard.
