Position Description
The Ground-based Midcourse Defense (GMD) System is the first missile defense program deployed operationally to defend the homeland against ballistic missile attacks conducted by terrorists or rogue states. The system provides early detection and tracking during the boost phase, midcourse target discrimination, precision intercept and destruction of inbound ICBMs (Inter-Continental Ballistic Missile) through force of hit-to-kill technology. Extensive ground and flight tests have demonstrated the system's successful performance against long-range ballistic missile targets. The selected candidate will apply an interdisciplinary, collaborative approach to plan, design, develop and verify a lifecycle balanced system of systems and system solutions. Evaluate customer/operational needs to define and coordinate system performance requirements, integrate technical parameters and assure compatibility of all physical, functional and program interfaces. Prepare reliability and maintainability plans; identifies high cost high failure items for redesign (hardware and software); performs Failure Modes & Effects Analysis (FMEA) and provides Mean Time Between Failure (MTBF) data. The RAM&T engineer will support GMD trade studies to determine that RAM&T requirements can be achieved and efficiency maintained during the operation and maintenance of the GMD deployed systems. The RAM&T engineer will apply knowledge of Boeing reliability, availability, maintainability and testability (RAM&T) techniques, theories, applicable Boeing/industry standards, processes and company polices to ensure that the GMD systems will perform their intended functions within acceptable limits. The selected candidate should have a good working knowledge of failure modes, effects, and criticality analysis, including system, sub-system, functional (electrical/mechanical), and component level. Knowledge of Integrated Product Definition and System Engineering practices (e.g., source selection, risk management, trade studies, affordability, corrective actions), including specific reliability, availability, maintainability, and testability (RAM&T) integrated product team (IPT) responsibilities is required The selected candidate will apply knowledge of mission reliability, mission/system availability and dependability to verify product performance in the mission environment. Knowledge of database reduction, data mapping, and data mining is desired. Knowledge of reliability, availability, maintainability, and testability (RAM&T) modeling techniques (e.g., Boolean algebra, conditional probability, Monte Carlo simulation, Markov matrices, dependence modeling, fault simulation) and theory is desired. The ability to adjust priorities to multiple demands and unanticipated events as well as adjust decisions and actions to new information is required. The ability to be flexible in response to changing circumstances or conditions, be receptive to feedback and coaching, and be resilient after failures or disappointments is required. The selected should have the ability to attend to and verify the accuracy and completeness of detailed information. This also includes the ability to identify missing or inconsistent information or data. Listens effectively; demonstrate understanding; clarify meaning for others; speak with clarity and precision; able to communicate with a diverse audience; write clearly and concisely. The ability and willingness to take independent action is expected. This includes moving quickly and directly to complete the task at hand and not waiting to be instructed to complete job activities. Also includes the willingness to seek out additional assignments or tasks and possess the skills to lead and manage RAM&T activities. Works under general direction.
Competencies
General/Leadership
[ + ] Adaptability
Fully understands changes in own and fellow senior employees' work and situations; is frequently called upon to explain the logic or basis for change to other employees; is generally seen as an expert on information about changes affecting own and fellow senior employees' jobs; occasionally mentors fellow employees around the change. Treats changes and new situations as opportunities for learning or growth; focuses on the beneficial aspects of change; speaks positively about the change to fellow senior employees and external customers. Quickly modifies behavior to deal effectively with changes in the work environment; readily tries new approaches appropriate for new or changed situations; does not persist with ineffective behaviors.
[ + ] Communication
Consistently clarifies purpose and importance; stresses major points; follows a logical sequence. Consistently keeps the audience thoroughly engaged through use of techniques such as analogies, illustrations, humor, an appealing style, body language, and voice inflection. Consistently frames even complex messages in line with audience experience, background, and expectations; uses terms, examples, and analogies that are meaningful to the audience. Consistently seeks input from audience; checks understanding; presents message in different ways to enhance understanding. Uses syntax, pace, volume, diction, and mechanics appropriate to the media being used; attends to both direct and indirect messages from others; correctly interprets messages and responds appropriately. Advises fellow project leads and other internal employees in effective communication techniques.
[ + ] Customer Focus
Makes customers and their needs a primary focus of one's actions as a project team leader; develops and sustains productive customer relationships as they relate to project team leadership responsibilities; actively seeks information to understand customers' circumstances, problems, expectations, and needs; presents project level information to customers to build their understanding of issues and capabilities; considers how project level actions or plans will affect customers; responds quickly to meet customer needs and resolve problems; assists other project team leaders in implementing ways to monitor and evaluate customer concerns, issues, and satisfaction and to anticipate customer needs.
[ + ] Systems Thinking
Consistently evaluates job tasks and processes on how well they help meet team objective(s); identifies non-value-adding components and barriers. Formulates change strategies; frequently seeks input from other project leads and internal employees to evaluate options for change and encourage buy-in. Makes appropriate changes to job/role structures and processes by communicating effectively and focusing on new skill development. Uses extensive measurement systems to monitor the implementation.
