Position Description
Acts as an authorized agent of the company with the responsibility to commit company resources through contracts and agreements for the procurement of goods and services. Oversees supplier-related activities. Participates in the new business acquisition process, including major subcontracts and proposals. Interprets and enforces contract terms and conditions. Documents procurement decisions, creates contract correspondence and administers contract changes between the company and suppliers. Ensures compliance with all relevant Boeing procedures and contract requirements. Integrates activities with internal and external customers and suppliers to fulfill contract requirements and reconcile contract issues. Manages contract terminations and closeouts. Defines performance expectations and establishes relevant metrics. Gathers and evaluates performance data. Meets with suppliers and Boeing partners and discusses performance-related issues. Develops improvement plans and monitors progress. Monitors supplier capability, capacity and business health. Leads regular supplier performance reviews. Builds successful supplier relationships. Mentors others in the development of supply base management and strategies. Develops negotiation strategy based upon the proposal analysis. Leads the supplier negotiation process. Negotiates pricing and all other elements of the contract terms and conditions. Prepares and executes the negotiated contractual documents and all other pertinent or necessary binding agreements with suppliers (e.g., teaming, administrative, intellectual property, proprietary information, product support and bonded store, etc.). Integrates and coordinates internal and external complex customer requirements to establish and document procurement requirements consistent with customer expectations. Develops procurement solutions to best support customer requirements consistent with program and company goals and objectives. Leads company cross-functional team efforts with suppliers and/or customers. Employs project management tools (e.g., earned value management, risk management, contingency planning and integrated schedules, etc.) as required to manage supplier performance, including technical, quality, cost and schedule. Leads project reviews with suppliers. Facilitates, integrates and documents technical and business communications between Boeing, supplier(s) and customers. Identifies viable sources. Develops and issues requests for information, quotations and proposals for complex procurements. Conducts bidder conferences as required. Leads the proposal analysis process and selects best value source.

Education and/or Experience
