Position: Technical Director - Workforce Skills Development (#CC8088Job)

Job Description:


The AED Center for International Training provides support for development in three broad areas: training and institutional capacity development, enterprise development and energy training and communications. Programs are implemented in a number of countries including Afghanistan, Pakistan, West Bank and Gaza, Angola, Indonesia, Armenia and Georgia, and range in size from $2 million to more than $100 million. Staff in the Center totals approximately 30 in the home office and more than 75 overseas.

The Technical Director - Workforce Skills Development will provide the Center increased depth for demand driven skills training and employment, which is important to potentially all three Center areas of activity.

More specifically, Technical Director - Workforce Skills Development will provide technical assistance and support the AED Center for International Training (CIT) in developing new workforce development activities and securing funding for these initiatives. He/She will also manage and implement international workforce skills development activities, with an emphasis on vocational and technical skills education and training to meet the labor market needs of private sector enterprises in developing countries. The individual will work as part of the CIT management team. He/she will manage a portfolio of projects, provide technical inputs, and also help to identify new opportunities and contribute to the development of proposals and applications for funding.

Essential Job Functions: Provide technical input into the design and delivery of workforce skills development activities including project design and implementation; identification of skills development needs and priorities; development of training plans, curriculum and training programs; delivery of training; and identification of additional technical specialists as needed.
Collaborate closely with other AED Centers to provide workforce development technical expertise to support ongoing and future projects as needed.

Identify opportunities for new activities for public and private sector clients by developing new partnerships with, and identifying new opportunities for funding from bilateral and multilateral development agencies, host country governments and private sector firms.

Manage contracts assigned, including management of technical services, subcontractors, financial administration, and contract and deliverables compliance.

Support increasing CIT’s workforce skills development capacity through identification of new project opportunities, project design and input into proposals for new work, and development of networks of individuals and organizations in the area of workforce skills / vocational and technical education and training. Follow-up on leads, maintain communication with potential clients, contribute to the development of marketing materials.

Represent CIT and AED at external events such as conferences, workshops, job fairs, professional development activities, etc., including contributing to professional conferences, journals, and other venues.

Participate in organization-wide events and activities and coordinate CIT involvement in organizational events.

Conduct business travel as required or requested under assigned contracts or grants or in relation to new business development.

Education: Masters in one of the following or related fields: Adult & Continuing Education, Adult Education, Curriculum & Teaching, Economics, Education, International Adult Education, International Education, International Training & Education, Secondary Education and Teaching & Curriculum required or equivalent combination of education and work experience.

Experience: 11 year(s) of relevant experience required
Specific Knowledge Requirements:
Experience managing and implementing overseas workforce development/vocational and technical skills activities to increase employability;

Experience with program design, providing technical assistance and support for project implementation;

Experience developing curricula and materials, and delivering training highly desired;

Knowledge of, and demonstrated involvement in professional networks related to workforce skills development and vocational and technical training including in international settings.


Special Requirements: This job will require a criminal background check.
