Salary Information: Starting salary is between $58,816 and $97,408 per year, depending on qualifications and experience. An excellent state benefits package is also included. (Note for current state employees: This position is in pay schedule 81, range 01. Pay and benefits upon appointment for current or former state employees may vary according to the applicable pay transaction provisions of the Compensation Plan and Wisconsin Administrative Code.) A two-year career executive trial period is required.

Introduction: The register established from this recruitment will be used to fill two current vacancies: one is with the new Department of Children and Families (DCF) and the other is with the Department of Workforce Development (DWD). Both positions are located at 201 East Washington Ave. in downtown Madison. You will be given the opportunity, as part of the exam process, to indicate in which of these positions you are interested.

Job Duties: This position will coordinate the fiscal management functions of and serve as the controller for the Department of Children and Families (DCF) or the Department of Workforce Development (DWD). Specific duties include developing and implementing department financial policies, procedures and systems; directing the development and maintenance of department financial systems; administering and coordinating department financial operations as delegated by the Department of Administration (DOA); supervising and managing all of the financial operations covering all expenditures, encumbrances, and taxes or other revenues processed in the department; administering the development and maintenance of all agency accounting records and processing of accounting transactions; directing the preparation of all agency financial reports and statements in accordance with GAAP; supervising subordinates and personnel and operating plan administration; establishing, overseeing and ensuring timely and accurate processing of all financial transactions in compliance with applicable policies and procedures; managing financial audits of the department operations by external entities; and maintaining an effective liaison and working relationship with DOA, State Controller’s Office (SCO), Legislative Audit Bureau (LAB), and State Treasurer pertaining to state and department financial matters.

Knowledge Required:

Extensive knowledge of business management and financial principles and techniques appropriate to program objectives.
Thorough knowledge of the principles and theory of governmental accounting and auditing (GAAP).
Advanced knowledge of the principles and practices of public administration.
Ability to plan, organize, and direct the activities of a large professional staff in the administration of agency financial matters; agency-wide procurement; forms, records, and fleet management.
Ability to exercise sound judgment and discretion in developing, applying, and interpreting state and agency policies and procedures.
Ability to apply business process improvement/re-engineering techniques, including leveraging technology to identify business solutions.
Advanced knowledge of statutory requirements, state guidelines, and department policies and procedures related to records and forms management.
Ability to develop and maintain effective working relationships with staff in other divisions and departments, and a wide variety of customers.
Advanced skills in supervisory techniques including employee performance monitoring, merit/compensation, contract administration, disciplinary process, affirmative action/equal opportunity employment, and position classification.
Team Building Skills.
Effective written and oral communication skills.
