TheAED Center on AIDS & Community Health (COACH ), is charged with developing and managing domestic and international projects (both government and private-sector funding) focusing on HIV/AIDS and community-level health strategies. The Center operates projects in the United States and globally, including: two projects for the Centers for Disease Control and Prevention (CDC) in the United States; a project for the National Institutes of Health, National Institute of Allergy and Infectious Disease; three projects for the Health Resources and Services Administration in the U.S.; projects for the CDC globally; four USAID-funded HIV/AIDS projects: two in Latin America (PASCA and COMCAVI) and two in Africa (Ghana Inform and Speak for the Child in Kenya); a Department of Labor international HIV/AIDS workplace education program (SMARTWork) in the Haiti, Nigeria, and Vietnam; and several foundation-funded U.S. initiatives in HIV/AIDS and community health.

COACH is implementing the NIAID HIV Vaccine Research Education Initiative (NHVREI) on behalf of the Vaccine Research Program (VRP), Division of AIDS (DAIDS), NIAID, National Institutes of Health (NIH). The NHVREI aims to engage national and other organizations to increase the intent and willingness to participate in HIV vaccine research based on knowledge about and support for HIV vaccine research among U.S. populations most heavily affected by HIV/AIDS (in particular, blacks/African-Americans, Hispanics/Latinos, men who have sex with men, women and youth, recognizing the intersection of these groups. The initiative includes: developing research-based vaccine-related messages that resonate with each of the priority audiences; identifying, establishing and sustaining partnerships with organizations and key opinion leaders who are themselves part of the target audiences and who will disseminate these key messages; and identifying other effective communications channels and strategies for stakeholder engagement and dissemination of vaccine-related information, including use of the media and internet.

Position Summary : The Program Officer II - Partnerships Coordinator is responsible for supporting the management and implementation of the NHVREI Partnerships, and will be expected to assume responsibility for specific technical/programmatic activities ranging from partnerships development to innovative community outreach specific programming.

Essential Job Functions :Under the direct supervision of the Project Director, the Program Officer II - Partnerships Coordinator responsibilities will include, but not be limited to, the following:

Support the Project Director and the Deputy Director/Partnership's Director in the implementation and management of the NHVREI Partnership Program, including review and determination of grants, grants management, technical assistance, program planning and monitoring, and evaluation.

Develop and manage an effective partnership development and educational initiative through conferences and meetings of significance in reaching the priority populations and audiences of the NHVREI, including setting strategic goals, planning and evaluation mechanisms of each event.

Provide technical support in the development of community-based leadership to build effective partnership between the research and HIV impacted constituencie, including convening appropriate leaders, garnering the commitment of key professionals, and ensuring the participation around action-oriented goals and objectives of agencies/organizations that have direct access to communities most impacted by HIV/AIDS.

Provide project-specific programmatic, technical, and backstopping support, including:
- Support on technical program implementation issues;
- Support in planning and implementing programmatic activities;
- Coordination of project financial and administrative activities;
- Support liaison activities with the funder, key federal staff, collaborating organizations, subcontractors, and other partners; and
- Management of support staff;

Contribute to and support conceptualization, development, and production process for written materials, e.g., communications materials, tools, technical factsheets and training modules, briefing papers, reports, and other documents, as required.

Attend and participate in training sessions on related program specialties with project staff, grantees, constituencies, etc., as needed.

Serve as a point-of-contact on assigned activities with clients, subcontractors, collaborating and partner organizations, consultants, and other individuals and organizations.

Organize and participate in meetings with and presentations to funders’ (i.e., clients) technical staff and project officers.

Conduct quality control, including final authorization of major project products/materials, and correspondence with funders/clients.

Represent COACH in internal AED forums, special events, etc., as well as external events and opportunities, as needed.

Provide support for other activities as requested by the Center Director.

Specific Knowledge Requirements : Advanced degree in a public health-related discipline (public health, international development, or related field) or a minimum of five years experience working in HIV/STD public health prevention programs, community-level services, and diverse constituents.
Background and expertise in federally (international and domestic) or private funded public health program management (i.e., contracts, cooperative agreements, and or grants).

Experience with community-level public health/HIV/AIDS programs and diverse constituents preferable.

Skills : Demonstrated skills in developing and securing funding for federally (international and domestic) or privately-funded HIV/AIDS and community health programs.

Demonstrated ability to work effectively with domestic multicultural and multi-ethnic communities, and the ability to facilitate development of these programs.

Strong consultation and training skills and expertise in group dynamics and facilitation.

Demonstrated ability to facilitate complex relationships between organizations and individuals and to interact smoothly with clients, colleagues, and the public, with an emphasis on client services.

Ability to work independently and as part of project teams; must be able to work with minimum supervision in the conceptualization, planning, management and implementation of program activities.

Excellent written and verbal communication skills required.

Excellent organizational, communication and interpersonal skills; must be thorough, detail-oriented, able to multi-task and work under tight timelines.

Proven computer skills in Microsoft Word, Excel, Access and PowerPoint and strong understanding of Corel WordPerfect, email, Internet and on line systems.

Spanish-language fluency (verbal and written) preferable.
