PURPOSE OF POSITION: To manage the application of cash posting and refund processing for the Hospital, Physician and Home Health accounts receivable. Responsibilities include directing operational activities to liquidate the A/R and build and maintain positive client relations. Communicate effectively to insure quality client service for a Medical Center dedicated to the care of infants, children and adolescents.

MAJOR DUTIES AND RESPOSIBILITIES:
Department Management
1. Manage the cash posting and refunds processes for the Revenue Cycle of CCHMC.
2. Administer an ongoing bank lock box relationship/system to insure timely and accurate cash posting.
3. Develop and administer department budget.
4. Develop and implement policies and procedures.
5. Establish and monitor quality assurance for cash posting/refunds.
6. Interact with senior management, clinical division representatives, and Administrative Directors in matters related to cash posting/refunds.
7. Serve as a facilitator to assist Revenue Cycle management in priority issue resolution and bolster cooperation at all levels of interdepartmental projects.
8. Analyze operational activity and provide statistical data and other reports for Senior Management.

Staff Management
9. Ensure that a sufficient number of qualified and competent persons are available to accomplish the goals, strategies and tactics of the marketing and communications plan.
10. Manage the selection, development, motivation, appraisal and discipline of department personnel.
11. Provide supervision of assigned staff for carrying out department goals and objectives and medical center mission and values.
12. Prepare and present annual performance evaluations. Make job requirements and goals for each position clear to employees and provide sufficient training to achieve the desired level of competency; document evidence of competence on an annual basis.
13. Ensure that orientation and in-service training and continuing education are provided to achieve the desired level of performance.
14. Maintain accurate records of time worked by staff and ensure appropriate coverage as required by the department.
15. Produce, monitor and administer incentive plans for the department.

GENERAL DUTIES AND RESPONSIBILITIES:
1. Determine and enforce policies and procedures protecting patient rights for informed consent and the handling of confidential information as defined by Cincinnati Children's mission and applicable laws and regulations. Review timeliness, accuracy, availability and security of information.
2. Follow Cincinnati Children's established code of ethical behavior in decisions and actions regarding marketing, admission, transfer, discharge and billing.
3. Determine the services necessary to meet the needs of Cincinnati Children's patients and ensure that services and consultation are regularly and conveniently available to meet these needs.
4. Maintain currency in field through continuing education, literature and seminars. Implement this knowledge into Cash Applications.
5. Identify service areas, plan approaches for improvement activities, design new processes with specifications and expectations against which success can be measured, systematically measure collected data, assess performance over time, improve and redesign processes based on the evaluation, and reassess continuously.
6. Plan, direct, implement, coordinate and improve services, technical operations and clinical operations within Cash Applications. Provide, communicate and implement strategic, operational and programmatic plans and policies to achieve the mission, vision and values of Cincinnati Children's.
7. Integrate Cash Applications' services into Cincinnati Children's primary functions; coordinate and integrate interdepartmental and intradepartmental services. Ensure timeliness, availability and security of information while providing the exchange of appropriate patient care and clinical information.
8. Develop and implement policies and procedures that guide and support the provision of services; provide current written policies.
9. Maintain Quality Control programs; ensure that Quality Control Checks are conducted and records are maintained on each procedure. Define and review performance criteria for quality control, proficiency testing and reporting of test results. Assure that corrective action is taken and documented on all unaccepted control and proficiency testing results.
10. Recommend space and other resources needed by the department. Prepare, coordinate, evaluate and manage annual fiscal operating and capital equipment budgets for Cash Applications. Conduct fiscal analysis and monitor fiscal utilization of scope of services.
11. Participate in the selection of sources for necessary services not provided by Cincinnati Children's.
12. Ensure that work areas are organized and present a safe, accessible, effective and efficient environment for employees, patients and families.
13. Manage attendance at required Cincinnati Children's training sessions, including radiation safety, laboratory safety, bloodborne pathogens and OSHA. Enforce compliance with Infection Control policies and procedures.
14. Understands, adheres to and models Core Standards as defined organizationally and specifically within the department/unit.
15. Perform other duties as assigned.

REQUIRED SKILLS: Excellent verbal, written and interpersonal communication skills. Organizational ability sufficient to plan and control the total activities and personnel of Cincinnati Children's Accounts Payable and Payroll departments. Possess expert knowledge and experience to assume professional, organizational and educational responsibilities for directing professionals. Demonstrated organization, leadership and management skills. Ability to relate to diverse age and demographic backgrounds. Analytical ability sufficient to evaluate data, make judgments and recommendations. Possesses high level of accuracy and attention to detail. Highly skilled in Microsoft Office products, especially Excel. Demonstrate diplomacy, tact and a professional demeanor.

EDUCATION/WORK EXPERIENCE: Bachelor's Degree in Accounting or related discipline required; Master's Degree in a related discipline preferred. Minimum 5 years' professional experience required; experience within a complex medical center or banking operations.
