Position Description
The candidate for this position will be a member of the Future Combat System (FCS) Network Systems and Software Engineering Team supporting design of quality of service (QoS) for mission computing software applications and network communications infrastructure. The selected candidate will be responsible for design of overall quality of service for system/software applications in conjunction with the System of System Common Operating Environment (SOSCOE) and other (QoS) technologies. Specific tasks include thread prioritization and its impact on applications including safety and mission critical, determination of FCS position on application priorities and resource management (how will application priorities be adjusted for context of mission and current state of battle); consider the use of data-driven Policies as an approach to application prioritization. Candidate must understand FCS targeted radio characteristics, the radio attributes and how they will support the FCS ad-hoc network. Must determine how applications and SOSCOE will handle listen-only modes transports and other mechanisms. The candidate needs to review alternate technologies such as ECN, ATCP, etc. for congestion mitigation, lost data recovery, relay hop counts, network reorganization and other ad-hoc network issues. Determine what topology and other information is available on the black and red networks in support of key SOSCOE functionality such as discovery and data dissemination. Determine how SOSCOE will provide effective multicast in this ad-hoc network. Evaluate approaches for discovering the network if ICMP is not available, including topology, performance characteristics, failure detection, etc. Determine if a lack of topological information about the network impact other parts of FCS. Assess impact of loss of data between hops compounds itself as hops increases. The candidate in this position will work closely with other technical leads to gain an understanding of the roles, role domains and existing system elements. The candidate will work in a multi-contractor, Boeing led, team environment, coordinating activities within the IPT and across program IPTs (Architecture, Software, Test & Evaluation and Systems Engineering.) Candidate will be an active participant in customer briefings, internal team and management meetings/briefings. This position will require travel and is intended to be primarily based in Huntington Beach, CA. Other Boeing locations like St Louis, and Seattle may also be considered for qualified candidates.

Education and/or Experience
Level 5 - Bachelor, Master or Doctorate of Science degree from an accredited course of study in engineering, computer science, mathematics, physics or chemistry and typically 14 to 19 years experience in an engineering classification or either a Master's degree with 12 to 17 years experience or a PhD degree with 9 to 14 years experience in an engineering classification. ABET is the preferred, although not required, accreditation standard. Level 6 - Bachelor, Master or Doctorate of Science degree from an accredited course of study in engineering, computer science, mathematics, physics or chemistry and typically 20 years experience in an engineering classification or either a Master's degree with 18 years' experience or a PhD degree with a minimum of 15 years experience in an engineering classification. ABET is the preferred, although not required, accreditation standard.
Other Job related information
An ability to obtain an interim and/or final clearance (post-start) is required for this position. Prior experience with system/software design, development and integration as well as system architecture and requirements is required. Experience in networking with expertise in routing, current QoS mechanisms (IntServ, DiffServ), QoS over wireless networks, and queuing theory, is required. Expertise in Policy-Based Network Management (PBNM)., MANET, Unicast and Multicast Routing protocols is highly desirable. Specific knowledge of Mission System Architecture Development, and Network-Centric Hardware-Software Integration is required. Application/Infrastructure Priority Scheme Design, OS and RTOS resource allocation design and tuning. JTRS/HMS waveforms and QoS implementations. Knowledge of software/hardware interrelationships to the overall system (e.g., real-time performance, system constraints, concurrency). Knowledge of SOSCOE is desirable. Ability to effectively work closely with program partners, Software Integration Leads and management is required. Work within multidiscipline teams in the resolution of system/software design and integration issues. Define system/software design approach and concepts to resolve system/software integration issues. Candidate should be a self-starter who is comfortable working in an ambiguous environment and has the desire and ability to provide technical leadership. Prefer degree in Electrical Engineering, Computer Engineering or Computer Sciences. Prior Army/military operation experience preferred.
