Position Description
Acts as an authorized agent of the company with the responsibility to commit company resources through contracts and agreements for the procurement of goods and services. Oversees supplier related activities. Participates in the new business acquisition process when required. Interprets and enforces contract terms and conditions with full competency. Documents procurement decisions, creates contract correspondence, and administers contract changes between the company and suppliers. Ensures compliance with all relevant Boeing procedures and contract requirements. Integrates activities with internal and external customers and suppliers to fulfill contract requirements and reconcile contract issues. Manages contract terminations and closeouts. Provides guidance to less experienced employees. Defines performance expectations and establishes relevant metrics. Gathers and evaluates performance data. Meets with suppliers and Boeing partners and discuss performance-related issues. Develops improvement plans and monitors progress. Monitors supplier capability, capacity and business health. Leads regular supplier performance reviews. Builds successful supplier relationships. Develops supply base strategies to right size supplier base. Implements supplier performance measurement, strategic sourcing process, supplier development, supplier diversity, enterprise metrics, common terms and conditions and Boeing enterprise supplier tools. Develops and implements supplier controls and measurements including preferred and certified supplier(s). Supports, participates or leads supply chain integration or enterprise process improvement teams. Develops negotiation strategy based upon the proposal analysis. Leads the supplier negotiation process. Negotiates pricing and all other elements of the contract terms and conditions. Prepares and executes the negotiated contractual documents and all other pertinent or necessary binding agreements with suppliers (e.g., teaming, administrative, intellectual property, proprietary information, product support, bonded store, etc.). Integrates and coordinates internal and external customer requirements to establish and document procurement requirements consistent with customer expectations. Ensures that procurement requirements are adequate, accurate and reflect sound judgment. Develops procurement solutions to best support customer requirements consistent with program and company goals and objectives. Participates on cross-functional team efforts with suppliers and/or customers. Employs project management tools (e.g., earned value management, risk management, contingency planning and integrated schedules, etc.) as required to manage supplier performance, including technical, quality, cost and schedule. Facilitates, integrates and documents technical and business communications between Boeing, supplier(s) and customers. Identifies viable sources. Develops and issues requests for information, quotations and proposals. Conducts bidder conferences as required. Leads the proposal analysis process and selects best value source. Ensures overall adequacy, accuracy and soundness of judgment for all work performed. Mentors others in the development of supply base management and strategies, as well as Boeing Processes and Procedures. Leads company cross-functional team efforts with suppliers and/or customers. Leads project reviews with suppliers and presents status of Supplier Management project actions to the Customer. Develops and issues requests for information, quotations and proposals for complex procurements. Must be familiar with Labor Hour and Construction contracting. Oversees others workload and adjusts accordingly. Prepares Monthly Metrics Reports for the Customer as well as Supplier Management charts for weekly PMBP.

Education and/or Experience
Level 3 - Bachelor's and 6 to 9 years' related work experience, a Master's degree and 4 to 7 years' related work experience or an equivalent combination of education and experience.
