Position Description
Conducts analysis of Financial Statements and associated risks/opportunities to provide understanding of financial performance to internal/external stakeholders. Initiates assignments and leads integration and analysis of Estimates at Completion (EAC's) and financial and/or resource forecasts. Develops, reviews, analyzes and maintains cost and/or schedule performance measurement baselines and variance analyses. Defines and communicates cost and/or schedule trends and quantifies cost and/or schedule risks. Leads project startup by conducting planning and implementation activities such as work/organization breakdown structure development and responsibility assignment matrix development. Makes recommendations for program financial and performance improvements. Develops and implements compliance plans. Leads development of strategic plans and business cases using appropriate financial indices. Leads and integrates the collection and documentation of requirements for training, processes and new tool development. Provides subject matter expertise to troubleshoot process and tool issues, determine root cause and recommend solutions. Works under minimal direction.

Education and/or Experience
Bachelor's degree and 10 to 14 years' related work experience, a Master's degree and 8 to 12 years' related work experience or an equivalent combination of education and experience.

Specific duties include but are not limited to: Creating program financial forecasts using defined processes, tools, policies, and procedures. Meeting quarterly IDS Estimate at Completion (EAC) requirements. Supporting business case analysis for approved projects and new business opportunities. Inspiring functional excellence through the use of common processes and tools throughout the division and supporting continuous improvement through collaboration with N&SS division and IDS core finance. The successful candidate must currently possess or be able to favorably pass a background investigation, with approval from Customs & Border Protection (CBP), Security Programs Division.
