Salary Information: Starting salary is $43,712 per year, plus excellent benefits . (Note for current state employees: This position is in pay schedule 12, range 08. Pay and benefits upon appointment for current or former state employees may vary according to the applicable pay transaction provisions of the Compensation Plan, Wisconsin Administrative Code and/or collective bargaining agreement.) A six-month probationary period is required.
Job Duties: This position is responsible for managing several employment-related tax credit programs offered to private for profit employers to hire individuals of certain target groups which have traditionally faced significant barriers to employment. These credits reduce an employer’s cost of doing business and can save an employer up to $2,400 per hire. Related duties include coordinating and managing the work of other staff performing tax-credit related work; implementing other federally-mandated programs; providing expert technical assistance and guidance to Bureau management and field operations; planning, developing, directing and managing program initiatives specific to workforce development and tax credits; serving as liaison with other employment partners; analyzing and developing policies, programs, and procedures; monitoring and evaluating all tax credit programs; providing administrative and legislative analysis; establishing and maintaining good working relationships with a variety of groups and organizations; and providing technical assistance, training, and information, and engaging in other types of communications, including marketing and outreach programs. In addition to program management responsibilities, this position will also spend a significant amount of time reviewing employer Tax Credit applications and authorizing or denying employer certification.

Knowledge, Skills, and Abilities Required: Knowledge of: program planning, management and evaluation methods and techniques; methods to identify and analyze issues, policies, and similar for the purpose of developing recommendations for change, developing processes, developing procedures, etc.; principles of policy development; methods to assess need for technical assistance and training; and of adult learning methods. Leadership skills. Oral and written communication skills. Ability to initiate and maintain effective, cooperative working relationships and to work effectively as a member of a team or work group. Ability to organize workload and work process flow, to manage multiple tasks simultaneously, to work independently, and to read, comprehend and interpret complex materials such as statutes, rules, and legal documents.
