Position Description
The Ground-based Midcourse Defense (GMD) System is the first missile defense program deployed operationally to defend the homeland against ballistic missile attacks conducted by terrorists or rogue states. The system provides early detection and tracking during the boost phase, midcourse target discrimination, precision intercept and destruction of inbound ICBMs (Inter-Continental Ballistic Missile) through force of hit-to-kill technology. Extensive ground and flight tests have demonstrated the system's successful performance against long-range ballistic missile targets. The selected candidate will apply an interdisciplinary, collaborative approach to plan, design, develop and verify a lifecycle balanced system of systems and system solutions. Evaluate customer/operational needs to define and coordinate system performance requirements, integrate technical parameters and assure compatibility of all physical, functional and program interfaces. Prepare reliability and maintainability plans; identifies high cost high failure items for redesign (hardware and software); performs Failure Modes and Effects Analysis (FMEA) and provides Mean Time Between Failure (MTBF) data. The RAM&T engineer will support GMD trade studies to determine that RAM&T requirements can be achieved and efficiency maintained during the operation and maintenance of the GMD deployed systems. The RAM&T engineer will apply knowledge of Boeing reliability, availability, maintainability and testability (RAM&T) techniques, theories, applicable Boeing/industry standards, processes and company polices to ensure that the GMD systems will perform their intended functions within acceptable limits. The selected candidate should have a good working knowledge of failure modes, effects, and criticality analysis, including system, sub-system, functional (electrical/mechanical), and component level. Knowledge of Integrated Product Definition and System Engineering practices (e.g., source selection, risk management, trade studies, affordability, corrective actions), including specific reliability, availability, maintainability, and testability (RAM&T) integrated product team (IPT) responsibilities is required The selected candidate will apply knowledge of mission reliability, mission/system availability and dependability to verify product performance in the mission environment. Knowledge of database reduction, data mapping, and data mining is desired. Knowledge of reliability, availability, maintainability, and testability (RAM&T) modeling techniques (e.g., Boolean algebra, conditional probability, Monte Carlo simulation, Markov matrices, dependence modeling, and fault simulation) and theory is desired. The ability to adjust priorities to multiple demands and unanticipated events as well as adjust decisions and actions to new information is required. The ability to be flexible in response to changing circumstances or conditions, be receptive to feedback and coaching, and be resilient after failures or disappointments is required. The selected should have the ability to attend to and verify the accuracy and completeness of detailed information. This also includes the ability to identify missing or inconsistent information or data. Listens effectively; demonstrate understanding; clarify meaning for others; speak with clarity and precision; able to communicate with a diverse audience; write clearly and concisely. The ability and willingness to take independent action is expected. This includes moving quickly and directly to complete the task at hand and not waiting to be instructed to complete job activities. Also includes the willingness to seek out additional assignments or tasks and possess the skills to lead and manage RAM&T activities. Works under general direction. Candidate resumes should reflect skills in reliability predictions, FMEA and/or FMECA, probability and statistics.

Competencies
General/Leadership
[ + ] Adaptability

Generally understands changes in own and others' work-group tasks and situations as well as the logic or basis for change; generally seeks information about changes affecting own and fellow employees' jobs. Treats changes and new situations as opportunities for learning or growth; focuses on the beneficial aspects of change; speaks positively about the change to work group members, direct supervisor, and occasionally members of others work groups. Quickly modifies behavior to deal effectively with changes in the work environment; readily tries new approaches appropriate for new or changed situations; does not persist with ineffective behaviors.
[ + ] Communication

Generally clarifies purpose and importance; stresses major points; follows a logical sequence. Usually keeps the audience engaged through use of techniques such as analogies, illustrations, humor, an appealing style, body language, and voice inflection. Frames the message in line with audience experience, background, and expectations; uses terms, examples, and analogies that are meaningful to the audience. Generally seeks input from audience; checks understanding; presents message in different ways to enhance understanding. Uses syntax, pace, volume, diction, and mechanics appropriate to the media being used. Accurately interprets messages from others and responds appropriately.
[ + ] Negotiation

Generally explores all parties' needs, concerns, initial positions and builds common ground by highlighting areas of agreement and working through areas of disagreement. Manages the interpersonal process to stay focused on the task; constructively addresses emotions and conflict. Engages in mutual problem solving by brainstorming alternative positions or approaches and evaluating them openly and fairly. Builds value of preferred alternatives by relating them to other's needs; responds to objections by emphasizing value. Tries to establish a win-win solution through a give-and-take process.
[ + ] Systems Thinking

Generally evaluates job tasks and processes on how well they help meet work group objective(s); attempts to identify non-value-adding components and barriers. Seeks input from others within work group and occasionally other internal employees to evaluate options for change and encourage buy-in. Supports changes to job/role structures and processes by communicating effectively and focusing on new skill development. Participates in measurement systems to monitor the implementation.
