GENERAL DESCRIPTION OF WORK: The Wyoming Department of Corrections is committed to public safety, and provides offenders with secure and humane treatment that gives them every opportunity for rehabilitation. We now seek a Research Planning and Program Evaluation Manager to conduct and evaluate relevant research, conduct and coordinate program evaluations, coordinate performance-based measures and reporting standards and assist with the departments strategic plan.
ESSENTIAL FUNCTIONS: Using both national models, as well as self-designed models, evaluate major offender programs within the WDOC to determine the overall effectiveness of various interventions, program and offender outcomes, long-term impacts and the efficacy of such programs; advise the Director, deputy director and administrators on the outcomes of such evaluations and related policy implications; conduct relevant and necessary research, gather and analyze data related to WDOC operations and programs; coordinate the performance-based measures and standards effort for the WDOC ensuring an adequate department-wide reporting process and a method to collect and analyze the data; through research and assessment, coordinate the WDOC strategic planning process and refinement of the established performance measures; provide feedback and guidance to the director, deputy director and other senior staff on the overall effectiveness of the department's efforts.
KNOWLEDGE AND SKILLS: Knowledge of social service and correctional systems, knowledge of research methods and practices; skill in working within large organizations to accomplish tasks; skills in written and oral communications, skills in creating and presenting in both written and oral form, research and program evaluation results and documents, as well as department publications such as the strategic plan related to the same topics; ability to manage multiple projects and deadlines; knowledge of and skills in working with data systems, computer technology, and various software programs; knowledge of strategic planning and performance measures of mission-driven goals; skill in research literature reviews, and analysis of criminal justice research; skill in program evaluations and analysis of research findings; the ability to make recommendations as to potential courses of action.
MINIMUM QUALIFICATIONS: Any combination of training and experience equivalent to a bachelor's degree in criminal justice, administration, public administration, business, political science or closely related field, PLUS five years of professional work experience in corrections, business or public administration, INCLUDING two years of supervisory or management experience.
Preference will be given to candidates with a Masters degree or equivalent in social science, or business with a statistical and/or methods/research training or background, with experience or specialization in criminal justice systems or individual components of a the criminal justice systems, ideally corrections and community-based sanctions.
NOTE: Candidates will be subject to background and reference investigation and shall be required to submit to urinalysis testing to screen for illegal drug use prior to appointment.
