Position Description
The Ground-based Midcourse Defense (GMD) System is the first missile defense program deployed operationally to defend the homeland against ballistic missile attacks conducted by terrorists or rogue states. The system provides early detection and tracking during the boost phase, midcourse target discrimination, precision intercept and destruction of inbound ICBMs through force of hit-to-kill technology. Extensive ground and flight tests have demonstrated the system's successful performance against long-range ballistic missile targets. The candidate as a Systems Engineer Manager will support the WDC Engineering Manager with engineering efforts related to both Contract Task Instructions and Proposal/New Business related efforts in support of the GMD Program Advanced Systems organization. Responsible for the execution and management of Task has the ability to brief DoD customers and Boeing leadership. Has ability to effectively lead and interact with distributed team members. Proactively and positively influences the development of overall objectives and long-range goals of the organization. Will apply an interdisciplinary, collaborative approach to lead activities to plan, design, develop and verify highly-complex lifecycle balanced system of systems and system solutions. The candidate leads others to evaluate customer/operational needs to define system performance requirements, integrate technical parameters and assure compatibility of all physical, functional and program interfaces. Defines analyses to optimize total system of systems and/or system architecture. Some travel may be required. REQUIRED: Prior Systems Engineering leadership experience. Demonstrated ability to work with analysis, design, specifications, operations, threats community, and interface with DoD customers to resolve issues and seek technical solutions to complex problems. Proven successful execution capability relative to cost, schedule and performance. Aggressively seeks opportunities for new business potential. Demonstrated success in obtaining new business. Specific qualifications include demonstrated ability to clearly communicate, both verbally and in writing skills, with senior level industry and government personnel (i.e. provision of briefings, papers, analysis, etc.). Makes good decisions based upon risk, analysis, and judgment. Can be counted on to exceed goals successfully. Can orchestrate multiple activities at once to accomplish a goal; uses resources effectively and efficiently. Understands how to separate and combine tasks into efficient work flow. PREFERRED: Prior GMD program experience. Previous experience of ballistic missile flight program management. Experience with external organizations including major subs and labor subs desired.
