Title: HR Consultant ' Executive Compensation & Compliance Req Number: chmc-00022450 Department: Human Resource Mgmt Services / 11-120100 Job Grade: C-7 Start Time AM/PM: 8:00 End Time AM/PM: 5:00 Work Shift: 1st shift Hours Per Week: 40 Salary: - Location(s): Cincinnati OH PURPOSE OF POSITION: Cincinnati Children's Hospital Medical Center is a nationally recognized, dynamic, rapidly changing organization dedicated to being the leader in improving child health. As an HR Compensation Consultant, you will have the opportunity to participate in several key initiatives advancing the organization's strategic plan. The major purpose of this position is to provide administration and guidance to ensure that executive and faculty/physician compensation and benefit plans are compliant with tax and legal regulatory requirements, and that non-qualified deferred compensation plans are in compliance with federal, state and other regulatory agencies reporting and withholding requirements. MAJOR DUTIES AND RESPONSIBILITIES: 1. Assist in the development, implementation and administration of executive compensation and benefit programs, initiatives and other related elements of executive rewards. 2. Monitor the legislative environment and evaluate pending tax and legal legislation related to executive compensation. Present alternatives and recommendations as necessary. 3. Assist with research and interpretation of regulatory requirements and determine reporting/disclosure impact on executive compensation programs. 4. Work with CCHMC Finance, Audit & Compliance, and Legal/Risk to monitor and update all plan documents for legislative and/or plan design changes. 5. Interface with key CCHMC groups, including Audit & Compliance, Tax Compliance Officer, Legal/Risk and Benefits to ensure executive and physician/faculty compensation programs and plans are in compliance and support the business strategy of CCHMC. 6. Assist with the development and documentation of multi-disciplinary processes between HR, Finance & Legal. 7. Work closely with Pediatrics, Surgery, Anesthesiology and Radiology business leaders to ensure all compensation and benefit arrangements are in compliance with CCHMC practices and external regulatory agency requirements. 8. Work with third party administrators to administer the Capital Accumulation Account and Deferred Compensation for Special Bonus Plan, including tracking of vesting allocations and account distribution requests. 9. Work with third party administrators to ensure accurate administration and accounting for executive benefit programs, including Long Term Care, Long Term Disability and Group Term Life Insurance. 10. Administer Supplemental & Spouse Survivor Plans, including bi-annual calculation of AFR and corresponding internal financial transactions. 11. Develop annual Flexible Benefit Plan Election packets for senior leadership. 12. Assist with development of individual retention and severance agreements. 13. Provide analysis and support in preparing materials for the Compensation Committee meetings of the Board of Trustees, including the development of competitive data, plan design alternatives, and annual executive compensation recommendations. 14. Assist with administration and tax withholding requirements for all compensation programs, including tuition & loan forgiveness plans and surgeon and anesthesia long term disability arrangements. 15. Partner with Benefits to develop retirement summaries and provide consultation for senior leadership. 16. Manage multiple projects covering all areas of executive compensation including design of new plans, monitoring changes of regulatory provisions, developing employee communication, analyzing effectiveness and regulatory compliance of current plans and ad-hoc report and analysis requests. 17. Lead the development of a well defined management progression from Supervisor through Senior VP. 18. Consult with HR staff and CCHMC managers to provide guidance regarding executive compensation issues. 19. Identify and participate in executive salary and benefit surveys. Analyze survey data and market trends and make recommendations to maintain external market competitiveness. Assist with annual executive merit recommendations presented to the Compensation Committee of the Board of Trustees. Facilitate process for resulting adjustments. 20. Monitor compliance with CCHMC's compensation guidelines. Provide consistent and equitable interpretation and administration of executive compensation programs. 21. Understand and utilize the functionality of the HRIS to support compensation administration. 22. Lead and participate in special projects which assess, develop or implement initiatives of the division. 23. Provide support in developing and market pricing executive position descriptions. Assist with executive position reviews and analysis and make appropriate recommendations. GENERAL DUTIES AND RESPONSIBILITIES: 1. Comply with policies and procedures governing the handling of confidential information as defined by Cincinnati Children's mission and applicable laws and regulations. 2. Maintain currency in the field through continuing education, literature and seminar. 3. Participate in improving organizational performance through recommending areas or approaches for improvement activities, performing new procedures, collecting data and providing input to department discussions. 4. Assist in measuring, assessing, and improving services. 5. Participate in establishing job requirements and goals; perform duties at the desired level of competency. 6. Attend required Cincinnati Children's training sessions and participate in educational training and updates for Human Resources personnel. 7. Comply with Infection Control policies and procedures. 8. Understand, adhere to and model Core Standards as defined organizationally and specifically within the department/unit. 9. Perform other duties as assigned. REQUIRED SKILLS: Excellent verbal, written and interpersonal kills. Capable of relating to diverse age and demographic backgrounds. Ability to work well with senior leadership and communicate effectively. Advanced knowledge of executive and deferred compensation regulatory compliance related law and practices. Working knowledge of related accounting concepts and principles. Working knowledge of state and federal tax laws and their impact on executive compensation and non-qualified deferral plans. Working knowledge of PeopleSoft or comparable HRIS platform. Advanced knowledge of Microsoft Office software, including the use of Excel Functions and Pivot Tables. Advanced knowledge of basic statistical functions and calculations. Expert knowledge and administrative ability to develop and apply procedures which accomplish complex assignments. Expert knowledge and ability to administer CCHMC's executive compensation related guidelines, policies and procedures. Demonstrated independent work initiative, sound judgement and attention to detail. Ability to handle multiple projects simultaneously. Professional, customer service oriented and diplomatic. EDUCATION\WORK EXPERIENCE: Required: ' Master's degree or equivalent in Human Resources Management or a related field; ' Minimum 10 years of progressively responsible and complex professional experience within a Human Resources and/or Accounting/Finance function; and ' Human Resources certification (CCP, SPHR) within 18 months of employment. Preferred: ' Experience in more than one Human Resources discipline; ' Familiarity with Intermediate Sanctions and 501-(c) 3 not-for-profit organizations; and ' Experience working in a highly complex organization.
