Yes Date Posted 07/30/2008 Closing Date (Things you should know about closing dates) 09/29/2008 Position Description Selected candidate will be responsible for providing experience and expertise in support of the strategic planning for out-year project development for the COST. Assisting in building a strategic plan, to include NGA goals and objectives supporting a National COST strategy. This requires understanding NGAs combat roles within the DoD, IC and CENTCOM communities. Reviewing office priority lists of goals and objectives and advising management to ensure the COST is meeting Agency and Community goals. Facilitating collection of division project requirements consistent with the offices overall tactical and strategic goals and objectives. Assisting COST management in the development of an executable financial (spend) plan to ensure GEOINT data, services, technology, and enabling activities specified in the plan are achievable, and assisting in the coordination of the spend plan with appropriate NGA elements. Assisting COST management in the development of modifications, reprioritization, or any other changes to the financial plan necessitated by unexpected or unforeseen circumstances during the execution year and coordinate said changes with appropriate NGA elements. Support to COST efforts to meet NGA, counter terrorism, IC, and DoD customer geospatial data, intelligence products, and GEOINT service needs for national security. Assistance in planning and advising senior managers in developing operational project guidance. Working closely with the Office Director, Deputy Director, and all division managers in collecting information for developing project guidance and budget execution plans for COST. The following skills and abilities are necessary for the consultation services to achieve success in this mission requirement: In-depth knowledge of the NGAs COST budget process and how the NGA COST project is adjudicated through NGA and external partners. In-depth knowledge of operations in theatre to include NGA's relationships with other IC Agencies supporting combat operations in Iraq and Afghanistan. Understanding of GEOINT and its application across the IC, to include civilian and military components, as well as NGAs Foreign Mission Partners. Knowledge regarding how to formulate budget and cost estimates in support of major project activities as well as COST project activities, including Project Objective Memorandum (POM), Budget Estimate Submission (BES), Congressional Budgetary Justification Book (CBJB), and execution year financial plan. Expertise in building, monitoring, and modifying financial and budget execution plans using MS Excel, MS Access, MS Project, and other database projects. Ability to convey technical topics both verbally and in writing and to brief senior leadership and their staff members. Ability to work in a very dynamic and demanding work environment. Advanced/expert ability to identify time frames for key project milestones, ensure alignment of sub tier activities for overall project visibility, tracking and completion, direct and manage more complex project schedules requiring interfacing with multi regional or international activities, independently identify project resource requirements, and integrate and direct multi project elements into a single collective overall project plan. Advanced/expert ability to collaborate with others on the extremely complex projects assigned. [ + ] Project Leadership Advanced/expert ability to direct, delegate, and ensure performance of assigned responsibilities and tasks as a project team leader in support of enterprise wide and/or extremely complex large scale projects. Advanced/expert ability to identify and resolve any issues to ensure the successful completion of the project. Education and/or Experience Bachelor's degree and typically 15 or more years' related work experience, a Master's degree and typically 13 or more years' related work experience or an equivalent combination of education and experience. Other Job related information Position will be based in Springfield, VA and will require on-site work at various locations throughout the DC Metro area. This position requires a TS/SCI clearance and customer approval pre start. Candidate must be willing and able to take and pass a polygraph.
