This position is responsible for domestic and international FCC licensing issues pursuant to the Federal Communications Commission Code of Federal Regulations Title 47 - Telecommunication. In order to perform this function, the incumbent must have a thorough understanding of numerous parts and subparts of the FCC Rules and be able to act immediately to assure a favorable outcome for time-sensitive regulatory compliance issues. In addition, a working knowledge of regulations published by various agencies of the Federal and State governments is required to properly assess obligations as a licensee (FAA, State Historic Preservation Act, OSHA). As SME, the incumbent routinely advises clients in the research and other areas shown below regarding interpretation of rules and provides a historical perspective on previous regulatory agency handling of issues relating to experimental, terrestrial, and earth station radio services. In order to effectively deliver timely consultation and relevant advice, this position requires knowledge of digital radio and satellite earth station technologies, and experience in regulatory management of the radio frequency spectrum. In addition, the incumbent must have a working knowledge of industry frequency coordination procedures to assure that radio services are not interfered with by other licensees and services do not interfere with the licensed radio systems of others. Incumbents in this position are frequently called upon to represent the client's licensing interests in national industry/regulatory forums, such as the National Spectrum Managers Association and to influence forum recommendations that guide interpretation of processes in the spectrum management industry. Incumbent also advises other delegates who are forum decision-makers. The incumbent maintains all official license documentation issued by the FCC and all historical data for every active microwave radio station, earth station, and specials in the domestic network. The incumbent acts as Subject Matter Expert for the following processes: Point-to-Point Microwave Radio Licensing Satellite Earth Station Licensing Special Licensing (Rural, Marine Coast, Business, Aeronautical, and Experimental.) Antenna Structure Registration Federal Aviation Administration (FAA) filings Coordinates responses to official communications from any state or federal Agency such as: FCC Notices of Apparent Liability FCC Notices of Violations FAA or NOAA inquiries
