Salary Information: Starting salary is between $45,088 and $74,397 per year, plus excellent state benefits. (Note for current state employees: This position is in pay schedule 07, range 03. Pay and benefits upon appointment for current or former state employees may vary according to the applicable pay transaction provisions of the Compensation Plan, Wisconsin Administrative Code and/or collective bargaining agreement.) A six-month probationary period is required.
Introduction: The Facilities Manager provides facilities management services for the Department of Workforce Development (DWD). DWD employees are located throughout the state, in both owned and leased sites. Some of the leased sites are Job Centers, and these sites are leased in partnership with other non-profit agencies or other organizations that provide employment, training, and social services within the Job Centers. This position is located in Downtown Madison at 201 East Washington Ave.
Job Duties: Provide facility management services for the DWD statewide network of owned and rented offices. Design, develop and manage a comprehensive facility maintenance and repair program for occupied space in state office buildings, DWD owned facilities and leased locations to ensure healthy, safe and code compliant workspaces. Provide technical consultation, investigation, evaluation and project management for scheduled and unscheduled maintenance projects, in accordance with prescribed state and departmental policies and procedures. Provide technical consultation and evaluation for environmental complaints including indoor air quality, mold and lighting levels. Administer statewide programs to coordinate a facility manager program, building insurance coverage, annual facility inspections, and an annual preventative maintenance work plan. Provide professional and technical project supervision for facility projects and repair and maintenance. Evaluate the cost of facility projects and implement those technically sound, cost justified requests. This position is located in the GEF 1 building at 201 East Washington Ave. in downtown Madison.

Knowledge Required: Knowledge of: building codes; health and safety codes; building construction; buildings and building systems; construction materials and methods of construction fabrication; ADA requirements related to building accessibility requirements; methods to manage facilities projects; building mechanical systems operation and maintenance; negotiation methods and techniques as applied in a business setting; customer service standards; HVAC code, systems and maintenance; electrical and plumbing codes and regulations; database management techniques; and project management techniques. Skill in reading and interpreting building blueprints and technical specifications. Ability to develop and maintain effective working relationships with others, both within and outside the organization. Ability to work effectively in team environments and to secure cooperation and agreement in situations where conflicting objectives exist. Analytical skills. Oral and written communication skills. Ability to work independently. Ability to lead, coordinate, direct the work of others to ensure completion of a project, task, or similar.
