Position Description
As a member of the National Team B, the selected candidate must have a thorough understanding of radar design, performance, capabilities, and limitations: simulation of radars in large, complex systems; radar model requirements development for large scale system simulations; radar requirements or performance analysis using models and simulations; and large scale system simulation verification and validation. Knowledge of Ballistic Missile Defense concepts, Battle Management and Command and Control (BM/C2) systems and the BMDS in general. Specific knowledge of one or more BMDS radars such as AN/TPY-2, Cobra Dane, UEWR, GBR-P, and SBX is desired. Familiarity with BMDS SIM is highly preferred. Duties will include overseeing the BMDS radar representations developed in BMDS SIM, checking out radar model performance compared to the model requirements; functioning as the M&S IPT focal point for all matters concerning radar performance. The Position involves interacting with and supporting the other MDNTB IPTs, as well as documentation and presentation of requirement and analysis results.

Guiders others in keeping their audience thoroughly engaged through use of techniques such as analogies, illustrations, humor, an appealing style, body language, and voice inflection. Frames highly complex and or advanced information in line with audience experience, background, and expectations; uses terms, examples, and analogies that are meaningful to the audience. Regularly seeks input from audience; checks understanding; presents message in different ways to enhance understanding. Uses syntax, pace, volume, diction, and mechanics appropriate to the media being used. Attends to both direct and indirect messages from others; correctly interprets messages and responds appropriately. Mentors and advises fellow project leads and other internal employees on effective communication techniques.
[ + ] Systems Thinking
Consistently and proactively evaluates job tasks and processes on how well they help meet program/project objective(s); identifies non-value-adding components and barriers. Expertly formulates complex change strategies; frequently seeks input from others to evaluate options for change and encourage buy-in. Makes appropriate changes to job/role structures and processes by assigning accountability appropriately, communicating effectively, focusing on new skill development, and integrating with related systems or processes. Uses accurate measurement systems to monitor the implementation.
Technical
[ + ] Advanced Math & System Model
Advanced knowledge of advances in the state-of-the-art of applied mathematical knowledge or modeling and simulation technology.
[ + ] Analytical Skills
Skill and ability to: collect, organize, synthesize, and analyze data; summarize findings; develop conclusions and recommendations from appropriate data sources at the business unit level.
[ + ] Engineering Judgment
Exercises advanced, expert engineering judgment in developing appropriate decisions considering decision criteria, implications, and possible consequences, to ensure product design integrity. Demonstrates understanding of the applicable scientific and engineering knowledge and routinely includes industry-wide subject matter experts to obtain good information for the engineering decision-making process.
[ + ] Network Systems
Advanced, expert knowledge of network communication concepts, principles and architectures, associated with network planning, design, integration and maintenance. End-to-end knowledge of network transport technologies, systems, environments, services, protocols, performance monitoring and diagnostic analysis.
[ + ] System Integration/Design
Advanced, expert ability to build computing systems from a variety of components to provide a business solution, including the ability to integrate application components and databases across computing platforms.
Education and/or Experience
Degree and typical experience in engineering classification: Bachelor's 14 or more years' experience, Master's with 12 or more years' experience or PhD with 9 or more years' experience. Bachelor, Master or Doctorate of Science degree from an accredited course of study, in engineering, computer science, mathematics, physics or chemistry. ABET is the preferred, although not required, accreditation standard.
