Responsible for all aspects of compliance with OSHA 1910.119 Process Safety Management (PSM) standard as it applies to the TPC Houston and Baytown facilities. Additional responsibilities include serving as key resource on PSM Team to drive improvements to process safety performance at TPC. May be involved in external PSM activities such as CCPS (Center for Chemical Process Safety) and MKOPSC (Mary Kay O'Conner Process Safety Center). Responsible for staying abreast with PSM regulatory and industry trends in all aspects of PSM compliance, implementation, and performance.
Job Responsibilities include:
Must keep abreast with federal, state and local regulations that cover process safety along with industry recognized good engineering practice.
Reviewing CCPS publications and other resource publications.
Reviewing CSB (Chemical Safety Board) publications, films, and press releases.
Maintaining contact with like industry counterparts.
Attending conferences such as annual Process Safety Global Congress.
Inform TPC EHSS leadership, plant leadership, Operations leadership, and PSM Team of new developments in process safety trends.
Must serve as PSM Team member and key resource which includes: Continuous improvement of process safety performance at TPC. Assisting in coordinating team meetings. Collaborating on meeting agenda. Acting as a liaison between team and plant management team. Developing and driving the development of appropriate PSM standards, guidelines, and tools for TPC. Developing a plan for monthly Management Review meetings, and schedule, coordinate, and lead plant level management review meetings. and Implementing PSM Team recommendations.
Tracks and ensures compliance with all dates in OSHA Settlement agreement dates and requirements. Communicates with other stakeholders in the requirements of the agreement to ensure they are on track for timely completion and fully understand the requirements of the agreement. Provides required reports to OSHA in a timely way.
Tracks and drives PSM-related corrective actions to completion. Provides status reports to the organization and ensures understanding of required actions such as timely completion of audit and PHA recommendations.
Must drive compliance with the Compliance Audit element of PSM. These duties include: Determination of the standards that the facility should follow. All PSM elements are being complied with and request action plans for areas found in non-compliance. Provide guidance for correction. Documentation of all compliance audits. Ensuring that formal compliance audits are scheduled, conducted, and documented in a manner that meets OSHA requirements.
Must drive compliance with the Employee Participation element of PSM. These duties include: Assisting the plant management with developing and maintaining a written plan of action regarding implementation of employee participation. Performing, leading, or coordinating periodic audits to assure: 1) Employees are consulted regarding the conduct and development of process hazards analyses. 2) Employees have access to process hazard analyses and all other information required to be developed by the standard. 3) Employees are appropriately involved in all PSM elements.
Must drive compliance with the Process Safety Information (PSI) element of PSM. These duties include: Assisting PSI Program Administrators in developing and maintaining information concerning highly hazardous chemicals, block flow diagrams, process chemistry, maximum intended inventories, safe upper and lower limits, P&IDs, material and energy balances, relief systems, design codes and standards, safety systems, and interlocks and trips. Assisting PSI Program Administrators in implementing the PSI program by defining: 1) Which documents are included. 2) Where the documents are located. 3) Who has access to them. 4) Who has the authority to change them. 5) How are revisions and changes noted. 6) Who has the authority to make copies. 7) What is the retention/purge schedule. Performing, leading, or coordinating periodic audits to assure: 1) Operators and other personnel have access to the information they need in order to perform their job safely and efficiently. 2) Process safety information is accurate and current.
Must drive compliance with the Process Hazard Analysis (PHA) element of PSM. These duties include: Assisting PHA Program Administrators with the conduct of PHAs and revalidations, specifically: 1) Choosing the appropriate methodology and consultant facilitators as appropriate 2) Determining issues to address 3) Selection of the PHA team 4) Follow up on findings and recommendations 5) Establishing and ensuring adherence to a schedule that completes all PHAs in a timely manner 6) Publish findings and conduct Management Action Item Review Mtg at plant Leadership Team level. 7) Determining when a PHA is appropriate in the Management of Change or project context. Performing, leading, or coordinating periodic audits to assure PHAs are conducted as scheduled.
Must drive compliance with the Operating Procedure element of PSM. These duties include: Assisting Operating Procedure Program Administrators with developing and maintaining startup, shutdown, normal operations, temporary operations and generic procedures. Performing, leading, or coordinating periodic audits to assure operating procedures are current and available to operating personnel.
Must drive compliance with the Training element of PSM. These duties include: Assisting Training Program Administrators with developing and maintaining training policies and procedures for employees involved in operating a process. Performing, leading, or coordinating periodic audits to assure training and refresher training for employees involved in operating a process is conducted and documented.
Must drive compliance with the Contractor element of PSM. These duties include: Assisting Contractor Program Administrators with developing and maintaining contractor policies and procedures. Performing, leading, or coordinating periodic audits of approved contractors to assure:
1) Contractor workers are trained in all issues to do with hazardous chemicals as they relate to the work they are doing. 2) Contracting companies operate to sufficiently high safety standards. 3) All necessary information is made available to contracting companies and to contract workers. 4) Individual contract workers are properly trained, and that records are kept.
Must drive compliance with the Pre-Startup Safety Review (PSSR) element of PSM. These duties include: Assisting PSSR Program Administrators with developing and maintaining PSSR policies and procedures. Performing, leading, or coordinating periodic audits to assure: 1) All standards are being adhered to. 2) Outstanding safety recommendations have been properly closed out. 3) Operation is what was designed, and that deviations have been properly managed through the management of change system. 4) Feedback on lessons learned to the development and engineering groups so that they can use the information in subsequent projects.
Must drive compliance with the Mechanical Integrity element of PSM. These duties include: Assisting the Mechanical Integrity Program Administrator with developing and maintaining mechanical integrity policies and procedures. Performing, leading, or coordinating periodic audits to assure: 1) Written procedures are current. 2) Employees are trained in mechanical integrity as it applies to their work. 3) Inspection and testing is done based on manufacturer recommendations, engineering practice and operating experience. 4) Deficiencies are identified and addressed. 5) Quality assurance is maintained.
Must drive compliance with all other elements of PSM. These duties include: Performing, leading, or coordinating periodic audits to assure compliance with regulatory and company requirements.
Required Skills:
Must be able to listen and comprehend input from various interest groups (stake holders) and make key decisions regarding process safety issues and policies.
Must have the ability to effectively communicate with employees, upper management, regulatory agencies, trade group associations, and community groups.
Must be able to read and interpret governmental regulations to determine applicability to the company's business processes.
Excellent presentation skills required.
Technical writing skills are desired, with the ability to present petrochemical processes in a manner easily understood by non-industry groups.
Experience Required:
Minimum of 10 - 15 years experience in the petrochemical/refining industry of which at least 5 are in the process safety function.
Minimum of a Bachelor of Science in an appropriate engineering/science discipline. Strong preference for Chemical Engineering BS degree, minimum.
Registered Professional Engineer, Certified Safety Professional or equivalent Safety Professional registration desired.
