Salary Information: Starting salary is between $52,736 and $65,264 per year for full-time employment, depending on qualifications. (Note for current state employees: This position is in pay schedule 81, range 02. Pay and benefits upon appointment for current or former state employees may vary according to the applicable pay transaction provisions of the Compensation Plan and/or Wisconsin Administrative Code.) Introduction: The Budget and Policy Supervisor - Advanced position is with the Department of Workforce Development (DWD), Office of the Secretary ? Office of Policy and Budget located in Madison.

This is an excellent opportunity for experienced budget professionals with demonstrated leadership skills who are seeking career advancement. This position supervises professional staff engaged in budget and policy analyses activities for DWD. The Department has a biennial budget in excess of $350 million and includes approximately 1,700 full time equivalent positions with employees located in offices throughout the state. The Department's funding and operations are supported through a complex mix of federal and state funding sources. Federal funds are received through contracts and grants (including major federal block grants) administered by multiple federal departments. State funds are received through general purpose revenues, program revenue fees, contracts, assessments, fines, interest earnings, and overhead charges.

Job Duties: This Budget and Policy Supervisor ? Advanced position is responsible for the provision of budget and policy services to assigned divisions within the Department of Workforce Development (DWD), and supervision of staff who perform professional, confidential work related to the analysis of budgets and policies in the Department's central budget and policy office, including program, policy, organizational, legislative, and fiscal analyses. The position is involved in high level budget and policy issues relating to the direction and management of programs and services administered by DWD. Knowledge Required: Knowledge of the State budget process, including biennial budget, position control system, and 14-day review process (with documentation); techniques to manage complex, multi-funded source budgets; federal budgeting, planning and appropriate policies and procedures, and their impact on DWD budgets and plans; the relationship of biennial and operating budgets to the strategic business planning process; methods for planning, organizing, carrying out and controlling complex analytical projects; complex budget and policy issue identification and analysis. Ability to read and interpret complex program and legislative documents. Ability to work with department and other agency management in highly sensitive areas of public policy and issue management to facilitate accomplishment of tasks. Knowledge of methods to organize complex reports and present complicated technical information in a manner easily understood by management and others. Advanced oral and written communication skills. Knowledge of supervisory techniques; methods to organize and lead groups; methods to lead, motivate and develop subordinates; workload planning, development and organization. In addition to the above, well-qualified candidates will also have knowledge of and experience with the state budget process or those budget processes of comparable large, complex organizations and possess demonstrated leadership skills.
