This position:

Manages the daily activities of the Health, Safety and Security staff to ensure a safe and healthful workplace. Interfaces with various departments, contractors, agencies and trade groups to advance the goals and mission of the company as well all employees in compliance with company policies and regulatory requirements.
Manages all aspects of the Health, Safety and Security functions within assigned facility.
Supervises activities of the Emergency Response Coordinator/Safety and Health Coordinator and Industrial Hygiene Technician.
Supervises and/or conducts plant or area surveys and personnel monitoring to evaluate TPC employees and contractors exposure to known or potential health hazards.
Draws conclusions from monitoring and assessment data to provide management and employees with recommendations for controlling workplace exposure hazards. This includes recommending engineering controls, proper personal protective equipment, work habit modifications, and product substitutions,
Performs review of new and existing regulations pertaining to Health, safety and security issues, and provides analysis of impact to the facility. These regulations include those issues by OSHA, Texas Department of Health, NIOSH, Texas General Land Office, DOT, Department of Homeland Security, USCG, and the City of Houston.
Coordinates all aspects of MSDS management for the facility. These activities include researching and writing MSDS for TPC Products, evaluating MSDS for raw materials and other chemicals for hazard determination, maintaining the MSDS master file for the site, and distribution of MSDS to work areas in the plant.
Provides leadership to the Emergency Response Team.
Assists in the design and implementation of ERT training and drills.
Provides industrial hygiene support to the ERT during plant emergencies.
Provides guidance to management on emergency response issues.
Provides consultation to Maintenance on all aspects of asbestos and lead removal.
Coordinates the development and maintenance of all Health, Safety and Security policies and procedures for the assigned facility.
Coordinates or assists in the development and implementation of plant-wide safety training, to include Safety meetings for variuos departments, Fire Prevention Week activities, and CPR Training for employees and dependents.
On-call for Safety support of the company approximately 3 months out of the year.
Represents TPC in trade organizations such as the NPRA Fire and Accident Prevention Committee, TCC - Occupational Health and Environmental Health Committee, American Industrial Hygiene Committee, Greater Houston Hygiene Association, and the Houston LEPC.
Serves on various teams and committees within TPC such as the PSM Oversite Team, Safe Work Practices Team, Safety Team and EHSS Steering Team.
Provides general safety support functions to the facility and maintains safety equipment.
Conducts safety orientations, job safety reviews, incident/complaint investigations, facility surveys.
Reviews contractor/vendor activities.
Active participant on plant manager staff.
Records, analyzes, and reports key health and safety metrics for the plant.
Represents the EHSS Department in plant capital project reviews, owns capital projects in the HSS area and signs off on capital Authorization for Expenditures (AFEs).
Plant liaison to corporate EHSS organization.
Required Skills:

Effective written and verbal communication skills within all levels of the workforce.
Ability to manage and execute multiple tasks and projects simultaneously.
Rapid analytical and decision making capabilities related to complex health and safety issues.
Computer proficiency with Microsoft Office Suite, and general database management skills.
Be able to lead by example and coach fellow employees in safe and healthful behaviors.
Experience Required:

10+ years professional experience in Health and Safety required, preferably in the petrochemical, refining or chemical industry.
5 years supervisory experience required.
Knowledge of regulations and standards as they pertain to the petrochemical industry such as OSHA, US DOT, Texas GLO, NFPA, ANSI, API, State and Local Fire and Building Codes as well as ACC Responsible Care Codes.
Knowledge of current trends and methods in Industrial Hygiene.
Familiarization with Behavior Based Safety Concepts.
